fix: Return JSONResponse from health check endpoint

Fixed TypeError in health check endpoint by returning a proper Starlette
JSONResponse object instead of a plain dict. Starlette custom routes require
ASGI-compatible response objects.

Error was: TypeError: 'dict' object is not callable
