4ea2124001 Add GitHub CI workflow and test markers for offline/integration tests 
- Add GitHub Actions workflow for CI
- Mark integration tests requiring services
- Add offline test markers for isolated tests
- Skip integration tests by default
- Configure pytest markers and collection
